While some positives are discussed in the report I can see them only being used as smoke and mirrors, as excuses for the true National Party agenda. Based on estimates of $60 a week per child, I can see some services losing even more than under the 80% slash. What's more I imagine the paper war to get any funding that is held up, will be horrendous, adding yet another burden onto already overworked staff.
At the same time a pretty blatant move to attack unionisation and collective contracts is packaged up in this, which if implemented will see the demise of collegiality as self interest rapidly takes hold and people find they have to work parents, employers and the system to keep themselves afloat, putting self promotion ahead of children.
